Case Studies
Millstream have developed a collaborative portal for Aberdeen City and Aberdeenshire
Councils which has led to significant cost savings in terms of reduced advertising
spend and administration time.
"The fact that notices can be published on the portal has reduced the amount spent
on traditional advertising of tenders and we estimate that we are now saving more
than £30,000 of council tax payers' money through the new shared online processes."
Craig Innes - Purchasing Manager, Aberdeen City Council

Portal Statistics
- Over 2,700 active purchasers representing over 1,500 Public Authorities
- Over 30,500 active suppliers
- Average of 300 OJEU notices published per month
- Average of 300 below threshold notices published per month
- Over 95% of Ireland's OJEU notices are now published through the eTenders
website
"eTenders displays all the opportunities input by awarding authorities as well as
capturing any additional notices advertised in the OJEU and the national press.
This offers suppliers, particularly SME's much greater access to the marketplace,
as lower value tenders are as easy to access as larger ones. This, in turn, helps
stimulate local economies. We had resigned ourselves to a long drawn out and cumbersome
implementation process, but remarkably it only took two months and went really smoothly."

Portal Statistics

- Average of 600 below threshold notices published per month
"The switch to Millstream has already brought significant savings. The cost of publishing
public sector notices has been slashed from €4 million to €930,000, and nearly half
of this reduction is directly attributable to Millstream. It is clearly cost-efficient,
and justifies our use of third party professional providers for these kinds of operations,
instead of developing them internally."
